Brussels, 30 November to 3 December 2026

30 November to 3 December 2026

What happens in Brussels

Four days: one text per day from Monday to Wednesday, then adoption by consensus on Thursday.

The exercises use fictitious countries and figures, so that everyone can speak freely about real problems.

What each delegation brings

For Monday

Your group’s view on investment data

Which of the data that financing institutions ask for are generally available in your sub-region, and where the main gaps are.

For Tuesday

Your group’s view on the common data

For the twelve kinds of data in the draft standard, which should be common to all countries, optional, or national only.

OUTPUT/2
For Wednesday

Your group’s ideas for the Community

How the Community should work together and what it should prioritise in 2027. ITU merges the three CoP positions into the draft Charter and Work Programme.

Each CoP meets and sends one common position to ITU by 26 November.

Programme day by day

Monday 30 NovemberInvestment

In the morning, financing institutions explain what they need from a broadband map before they put money into a network. In the afternoon your group plays the part of neighbouring countries preparing a joint request to a donor for a cross-border corridor, using only the data those countries have. The exercise shows where the data do not yet fit together.

Your group hands over: A list of what was missing, and why. It opens the first text, on using maps for investment.
Tuesday 1 DecemberData

Your group agrees the minimum every country should collect in the same way, what can stay optional, and who is responsible for keeping the data up to date. Then you apply that minimum to Monday’s corridor proposals.

Your group hands over: The draft common data standard, with the points still open.
Wednesday 2 DecemberThis Community

You sit with your own sub-regional group. You decide what the Community is for, how it is chaired, what each institution takes on in 2027, and with which resources. No institution is committed without its agreement.

Your group hands over: The draft Charter and the 2027-2028 work programme.
Thursday 3 DecemberAdoption

In the morning you visit the European institutions and meet the Member of the European Parliament who follows the next EU external financing instrument. In the afternoon the three texts are reviewed, amended and adopted by consensus in plenary. Reservations are recorded by institution.

Your group hands over: Three adopted texts, published after the meeting with the record of positions.
