Africa-BB-Maps Methodology
The project methodology is tailored to meet each country’s specific stage of development, focusing on well-defined, progressive improvements in broadband mapping systems. The steps below are presented:
Initial Stage Countries
Comprehensive baseline assessment of broadband infrastructure knowledge and experience, regulatory frameworks, and policies. In-depth analysis of the national landscape to identify significant gaps, barriers, and opportunities.
Medium Stage Countries
Comprehensive baseline assessment of broadband infrastructure knowledge and experience, regulatory frameworks, and policies, with particular focus on targeted assessment of the existing ecosystem. Analyze and update previous assessments to reflect current gaps and opportunities.
Advanced Stage Countries
Comprehensive assessment of broadband infrastructure knowledge and experience, regulatory frameworks, and policies, with particular focus on a high-level review to identify minor gaps and potential optimizations to strengthen the already existing ecosystem. Update data and refine systems to meet the latest standards.
Initial Stage Countries
Develop comprehensive, country-specific recommendations to establish the legal and regulatory enabling environment for a national mapping system. Annexing proposed action plans for implementing best practices and international standards.
Medium Stage Countries
Develop comprehensive, country-specific recommendations to establish or strengthen the legal and regulatory enabling environment for a national mapping system. Annexing proposed recommendations aimed at enhancing existing policies and technical equipment and systems.
Advanced Stage Countries
Develop comprehensive, country-specific recommendations to strengthen the legal and regulatory enabling environment for a national mapping system. Annexing proposed technical and policy optimizations for existing frameworks aligned with best practices.
Sub-regional workshops will be the platform for the policy dialogues to raise awareness and build support across the SSA region. Conduct workshops and advocacy campaigns to educate stakeholders.

To ensure the project remains responsive to changing needs, we have incorporated a continuous feedback loop into our methodology. This process involves regular updates to the Maturity Matrix and ongoing integration of feedback from stakeholders, allowing us to refine our approach and ensure that all interventions remain relevant and effective over time.
Leveraging ITU’s experience and established guidelines, Africa-BB-Maps aims to provide customized, context-specific support to each participating country, ensuring that they not only enhance their broadband mapping capabilities but also emerge as leaders in this field.
